【摘要】:Federalregulations(49CFRPart192.625)state:x201C;Acombustiblegasinadistributionlinemustcontainanaturalodorantorbeodorizedsothatataconcentrationinairofone-fifthofthelowerexplosivelimit,thegasisreadilydetectablebyapersonwithanormalsenseofsmell.x201D;Theseregulationsstatefurtherthatx201C;eachoperatorshallconductperiodicsamplingofcombustiblegasestoassuretheproperconcentrationofodorantinaccordancewiththissection.x201D;Additionally,anumberofstateshaveenactedlegislationthatrequiresnaturalgastobeodorizedsothatitisdetectableatconcentrationslessthanonefifthofthelowerexplosivelimit.SeenoteNote1.Whileregulationsdonotspecifytheexactmethodfordeterminingcompliance,ithasbeendocumentedthatcompliancetestingmustbeolfactoryinnature.Note18212;Forexample,MassachusettsSection192.625MFSStandardsrequiresthatx201C;...aconcentrationoffifteenhundredthsofonepercentgasintheairisreadilyperceptibletothenormaloraverageolfactorysensesofaperson....x201D;Thesetestmethodscoverprocedurestomeasuretheodorlevelofnaturalgasbywayofolfactorydetermination.Nodirectcorrelationmaybeascertainedbetweenthesetestmethodsandthosemethodsavailableorunderdevelopmentthatquantitativelymeasuretheconcentrationofsulfurcompoundsinnaturalgas.Thesetestmethodsoutlinegeneralprocedurestomeasuretheodordetectionlevelsofnaturalgas.Itistheresponsibilityofpersonsusingthesetestmethodstodevelopandmaintainequipmentandspecificoperatingprocedurestoensurepublicsafetyandcompliancewithallappropriateregulations.1.1Thesetestmethodscovertheproceduresfordeterminingtheodorintensityofnaturalgasthroughtheuseofinstrumentsthatdiluteandmixthesamplednaturalgaswithair.Themixedgasstreamisthensniffedbytheoperatorforthepurposeofdeterminingthethresholddetectionlevelorthereadilydetectionlevel,orboth,forodorantinthenaturalgasstream.1.2Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
